As an Ex Fire Appliance driver, IMO his driving was nothing short of Dangerous
My opinion was based on a couple of years ( 1990's ) as a volunteer trained driver for St John Ambulance that included a few blue light runs. As the trainer pointed out driving a van load of police officers is very different to driving a van with a casualty being worked on in the back. Driving a fire engine with a tank of water sloshing around the baffles is a third style of driving.
And yes the drivers who freeze when they hear / see a blue light were ( still are ) a big hazard to making progress.
The video is not in the UK and might be Germany where the driving test included questions about how to react to an emergency vehicle.
