They have a military wing and a political wing, like there was the IRA (the military wing) and Sinn Fein (the political wing).
In Ireland they had different names for the military and political wings. Hamas do not. Neither do most other organisations, e.g United Kingdom political and military wings.
Both IRA and Sinn Fein were declared to be terrorists, even though Sinn Fein had some MPs elected to UK Parliament.
Such is the nonsensical nature of proscribing of some organisations, because the UK (and other governments) use a political tool against its opponents.
