Trv,s on all rads

Hi

Visited a customer today with a baxi back boiler.
Gravity h/w pumped ch.

Trv's on all rads is this common, should one rad have traditional valve?

There should be no TRV on the rad in the room with the control thermostat

when i install roomstat or system, i stick two lockshields on the rad with the roomstat
