Trying to remove seized flush Arm

I am having trouble my orange plastic lift arm (see photo).
I have soaked it in WD 40 and tried to loosen it by tapping and twisting but it
won't budge from the 9mm sq metal bar.
The orange Bar is catching on the blue. My problem.
I also tried to slide the arm itself, but while it is loose it must be locked in somehow?

Cut the metal square shaped shaft with a hacksaw if it's that which is too long.
The orange lever should slide off the square shaft once the little screw in it is removed. It may need a few taps as limescale tends to make it stick.
 
Clamp the bar with mole-grips or similar, near side of the orange arm, then use a scredriver blade between the grips and the arm to lever the arm away.

The mole grips were a great idea and solved the problem.!@!@(y)
