I have been replacing original 1978 ceiling roses. In a couple of roses, the three earth wires (CPC) were just twisted together and poked up through the ceiling even though there was an unused earth terminal in the rose.

Was this EVER acceptable?

Twisting conductors, rightly or wrongly, was extremely commonplace where stranded conductors were used and also on CPC's, stranded or not.

Occasionally, it is still seen today even on single strand 2.5's and CPC's.

Personally, Je deteste.

I watched a CU install, one guy put the cpc ends in a driver and twisted them together then sleeve both together when I commented he grunted "its quicker" he had all the circuit conductors out the wall then offered up the cu popped the ends through and fitted the neutrals then the cpc's then the mcb's onto the lives then mounted them bending the conducors into a loop it was very tidy BUT the cpc method is going to be hell at the first EIC plus staining the connected lives that way ? he did check all his screws though turns out he only gets 4 hours per CU and I did not see much in the way of testing. I hae in the past come up against the twiting method sometime with no sleeving unraveling sometimes results in a snapped off cpc  not the best of days after that happens

Given the requirement in the Wiring Regulations for testing there's a strong case to say that that practice contravenes 134.1.1.

Then there's 134.1.4 in the context of 522.8.3.

And then there's 522.6.1 and 522.8.12.

In short, I think that any EIC issued by someone who's twisted conductors like that is false.
