Two storage heaters on one circuit

Getting some conflicting issues on this at work.

One 32 amp protective device.
4 mm2 cable to one storage heater point, then 4 mm2 cable from here to second storage heater point.
One 3.3 kW storage heater.
One 1.7 kW storage heater.

20 amp double pole switch>1.5 mm2 flex>3.3 kW heater.
13 amp switched fused spur>1.5 mm2 flex>1.7 kW heater.

Anyone see any issues here?

What are the conflicting issues? You have a standard 4mm/32A radial circuit.
It doesnt matter if its two heaters or two sockets on the end of it/
 
Assuming the 1.5mm² can take any fault current then, no.

If so, then the 13A fuse could be omitted.

The issue here has been with the electricity board, who have quoted to replace some storage heaters. They want to install new circuits, so each heater is on it's own circuit.

While this is more desirable, a lot of chasing or surface trunking would be required.

They were also going on about 1.5 mm2 flex on a 32 amp breaker, yet the flex can't be overloaded.
