Type of conduit to use for wiring new balcony lights

I am planning to install a set of lights on the concrete ceiling of my balcony. Which type of conduit do I need to use in order to comply with regulations?

Will PVC be sufficient?

Yes pvc conduit will be fine.

one further question........do I also need a RCD for this lighting?

Not to meet the minimum requirements, unless your earth impedacne is high (TT), but it might be a wise addition if there is a risk of water and electricity mixing, but if so it should not plunge the whole house into darkness.
