No spoilers but the theory is that it's easier to destroy planets than protect them so if you detect intelligent life you wipe them out immediately as waiting o see if they're a threat means they may already have launched relativistic weapons to destroy you. So the only intelligent life are those that don't announce themselves.

I remember watching something on that, Brian Cox I think, who made that very point. The scale of the universe is so unimaginably huge that the chance of finding other thinking beings, or them finding us, is next to impossible.
