Surely she should have been prosecuted for driving along the pavement?

Well, I would have. Especially as she continues to argue the toss with the coppers after the stand off.That and the fact she narrowly missed children on the pavement.

If I were on that pavement, I'd be wanting to apply my size 12 boots to her car. It annoys me enough when grown men (usually is men) insist on riding their bikes on the pavement.
