Underfloor insulation

Our house has an intergrated doublegarage with the master bedroom above. The garage has a double layer of 12.5 mm foil lined plasterboard nailed to the joists.

My problem is that there is no insulation at all in the void and therefore the bedroom gets exceptionally cold. I can access the ends of the joists from the crawl way created between the the two walls(front and back walls) and the angle of the roof but I cannot see a way of pushing insulation down the void. Is there any sort of loose fill insulation that could be pushed down to fill the void or do you guys have any other ideas? A friend suggested fixing polystyrene slab to the ceiling of the garage but I think that the air movement between the joists would negate any advantage that the polystyrene might have.

I live in the Highlands so it does get rather cold up here at times!!
