Underlay for laminate over concrete floor?

I am replacing a laminate floor which has been laid on top of carpet over a concrete floor. Which is best in terms of underlay - the fibreboard mats or the roll type with foil on it? The concrete seems fairly level (its a basement floor), but slopes across the room!

Also where to buy? I have a Topps Tiles and Travis Perkins local to me, but there seem to be a lot of places online - not easy to compare brands/prices as they don't always give this information...
