Unknown putty around window

I'm trying to identify some putty/mastic that I've got in my house.

In a small extension, I have aluminium-framed windows in a concrete structure. The putty fills a gap about 8mm wide between the aluminium frame and the concrete. The gap is covered with mortar on the outside, and I can scrape the putty out from the inside (although I plan to chase the gap on the outside and re-seal it).

I'm doing this because there is a leak. It is within 30cm of one bottom corner (there is some water staining on the interior trim, and it's dry above this) and I want to dig the putty out and re-seal it. However, I don't know what this putty is. I've attached a photo, although it is unlikely to help. It is soft, flexible, and sticks to everything. It doesn't have any odour. The previous owner put it in probably about 30 years ago, and its not hardened at all in that time.

Everything I have seen online is a silicone, acrylic, or polyurethane, and this is nothing like any of those.

To get a good seal in this space, I either need to replace the putty with more of the same, or I need to find a solvent that will dissolve it so I can wipe the surfaces clean and start again.

Does anyone have any idea what this stuff is?
