Unobtrusive low radiators

I have an estimate where they want an unobtrusive heat radiator in the lounge. Total heat requiremnent 7500 btu

I have suggested UFH for that room, but the price is an issue.

I have suggested a convectir heater in the understairs cupboard for part of the heat requirement.

I am fitting total CH to the house, this is just one sticking point.

Is that finned pipe with covers still available to go round the room at skirting level?

Any other thoughts?
