It wasn't really relevant and didn't make any difference.
The outside of the lead does seem fine so I don't think it is anything to do with the wire, and because it has just been sitting around, it hasn't been touched in a long time.
I thought it was a simple case of putting a plug on to get it working.
This "orange thing" is what stumped me so thought that was the reason it wasn't working.
