UPVC window hinge not moving along runner

Hi,

I have an issue with one of my windows where the hinge won't move along the top of the runner when opening so it opens at an odd angle. The circled part moves on the bottom runner but not the top. DIY fix or should I get someone to take a look?

You have fire egress hinges, press the button in on the black thing that isn't sliding like the bottom one, really when you close the window you should hear them both click and lock in place so when you open next the other half of the hinge should move instead of the half thats moving now, thing is you have 2 hinges and ones doing one action while the other is doing the other, could be a faulty hinge, are they new windows?

Thank you. I managed to get it moving by applying some GT85 lubricant. Seems ok now. It catches at the top of the frame but I think that's another issue.
