Using caulk to fill lining paper cracks

Somewhere I saw a post (or was it youtube) that showed how to fill gaps in lining paper, prior to papering over, but cant find it any more. I have some gaps of up to 1mm to fill and am wary of using water-based filler in case the paper swells and looks even worse. Is decorators caulk OK to use, smoothed over with a nearly dry sponge or cloth?
 
If its only a 1mm gap and the paper is bonded well to the wall i think you'll be ok to paper over, or at least in this context you are asking for a bigger headache trying to fill the gaps as like you say it may swell or crack or lift.
