Utility Room Water/Waste help

We are having a bit of out living room blocked of to create a store room but would love to be able to put the washing machine and tumble dryer in there.

The issue we have is that to the nearest water and waste is in the downstairs loo but to get to it we need to go through under the stairs where the gas and electric meter is.

Can anybody give me any rough idea if its possible?
