Vailant Ecotec Plus 830 Modulation Question

Hi All, last year I had a Vailant 830 Ecotec Plus installed as part of the house extension works we were having done. As part of the boiler installation we created two zones for heating (upstairs and downstairs) and added a unvented hot water cylinder. All controlled by Hive Heating/Hot water setup.

I had some concerns through the winter months last year about the heating and with the temperature dropping again am concerned that there is some setting on the boiler the heating engineer just hasn't got right.

My main concern is that whenever there is a demand for heating (especially the downstairs) the temperature on the boiler takes an absolute age to get hot - the flame sign on the boiler shows its on the lowest modulation setting which is of course why its painfully slow. It takes almost 35mins to go from 28/29c to 40c and when it hits around 43c the boiler modulates up a level and has two bars next to the flame.

The other issue I've noted is that if both downstairs and upstairs call for heat, the temperature on the boiler literally doesn't move if its cold - hoovers around 36c max and the modulation doesn't go hire than 1 bar next to the flame, it is really frustrating and often I've found myself overriding the the hive to stop the call for heating in one place until the temp gets significantly higher and only then turning on the heating for the other zone as by that time the boiler has modulated up to 2 or 3.

I've noted if the upstairs calls for heat its generally a little faster at heating up but that is still only on the lowest flame. For hot water it isn't a problem at all.

I'm really dreading the cold and having to wait an age for the heating to get up to temperature - is there some setting somewhere that needs to be changed as 30kwh boiler should be more than sufficient for the heating demands - 5 rads upstairs, 8 rads downstairs.
 
Read the Vaillant manual. There is a setting for maximum modulation, and another for maximum temperature. Either one could limit the speed of heat generation.
 
Ask installer to check pipe sizing and bypass, also check heat output on max or auto.
