Valve won't shut

I have a valve clamped onto a cold water pipe below the sink which feeds a washing machine. It doesn't break the line of the pipe, if you know what I mean. It won't turn off completely, and there's no way I think to get into the valve to replace any washer.

Any suggestions ? If I need to replace the whole thing, can I clamp another valve over the same site in the cold water pipe ?

do away with the clamp on tap and get a compression washing machine tap you can get a tee one.
 
Washing machine taps aren't much better though!.
Given that you already have a hole in the pipe with a disc of copper probably dropped into it, you could put another of the same type in the same place.

.. for your help - I've decided to replace it, to avoid the same happening again.
