Valves beneath WC sink

I am currently replacing our little WC sink and toilet and need to move the hot and cold pipes to fit the new sink. Does anyone know what these valves on the hot and cold water pipes to the sink are? Do I need them? And do they make speedfit ones that I can use instead? They are beneath my floorboards.

They are drain off cocks, used to drain down your system if needs be.
 
Those look like 22mm pipes to me. If so, then likely to be central heating and not the hot and cold to the basin.

They are definitely sink ones and are 15mm pipes. I've just cut out the drain cocks and got rid of them now as I didn't see the point of them. They will be under the floor which will be tiled over anyway.
