If the surface has been painted with Gloss, Satin, etc this is a finish in itself and as such does not require a varnish / laquer over it. With white painted woodwork varnish over the top gives it a yellow cast and will not give it any benfits. Varnish or laquer is just the same as a satin finish or gloss and doesnt contain any more protective properties than any other finish.
