VAT on energy saving products.

Hi everyone, hope this is in the right place.
As far as I understood it, in the Spring statement Rishi Sunak announced that VAT would be cut from 5% to 0% on certain energy saving home improvements like loft insulation.

Now I'm trying to buy some loft insulation, specifically DIY Thermofloc loose fill bags as I think that'll be the best stuff for where we're trying to insulate.

But when I get the quotes there's two issues. One is that they're adding 20% VAT on to the quote and two, when I ask if it'll be VAT free from April, they say that that doesn't apply to this product.

So does the 0% VAT rate only apply to certain types of insulation or what?

its not actual materials, its services provided that have a 5% vat attached so nothing diy as far as i know??
 
Oh I see, I guess I must have read it wrong. I thought they were scrapping VAT on the actual products.

I guess those who can afford to have someone fit it for them will save a bit of money then *insert roll eyes emoji here*
 
they specifically mentioned 5% and material are 20% so it can only be any element that is charged at a 5% rate ??
