venting pipe / ducting issue ?

I live in a 3 storey house and the pipe circled, as i understand it, is the venting pipe for the ground floor and middle floor bathroom fans. However, looking down this pipe (image 2) you can clearly see the ducting for these bathrooms are not attached to anything. I started renovations on the house a couple of months ago and i'm not sure if, when doing these bathrooms, the venting pipes have become detached or if this is in fact ok? I feel like the ducting is meant to be attached to the vent but can't see any t-junction ducting (if thats the correct term). Also, should this vent pipe have a cover on it? I understand plumbing vent pipes shouldn't but i don't think this is what that is. My next door neighbour's pipe (to the right) doesn't have one either. Thanks

Are you sure its not a (cold roof) roof space vent?

As a minimum, the taps ought to be capped, to prevent rain getting in, exceptions might be sewer vents, where rain entering would not be an issue..
