do the wago connectors have to be placed inside a wagobox? or can they just be left loose?

for instance at a light fitting if you use the connectors can you then just push these up or must they be placed in a box?

getting confused whether if they loose will it still count as maintenance free as yes the terminals are not screwed but the cables would not be gripped?

if it's in a ceiling rose or light fitting ( such as a fluorescent ) then the rose or fitting is the enclosure..
if it's loose ( such as when connecting downlighter transformers and so on ) then it needs an enclosure.
 
All single insulated wires must be in some form of enclosure, whether it be inside a light fitting, in a wago box or whatever.

These connectors still need to be accessible for inspection / maintainance which ever option you decide on.
