Wall edge sprung out

I am preparing to paint / decorate a room. From the photos you will see that the corner edge metal strip has sprung out a little bit. How is the best way to get this back flush with the wall, was thinking of something like araldite on it with constant pressure until dried, the metal is quite springy, debating whether to have the wall skimmed as well.
