Wall light problems

Hi I have wall lights in my lounge on seperate switches. In the room next door we had a chandelier light which was ripped from the ceiling accidently exposing lots of wires. The new light was installed in this room however there was one wire left. It appears this was from the wall lights as the one side doesn't work.

The electrician just snipped it off to make safe as he cannot wire it without making a hole in the ceiling.

Is there an easy way of either connecting thus to the working wall light or is a whole in the ceiling the only way to resolve

Do you have a photo of the wiring - it seems odd to snip the wire off "to make it safe" It would have been better to add a terminal block and fix it to the block. If its live its not safe just because its been trimmed back.
 
If the wall lights worked when the wire was connected up, it obviously just needs connecing up again, like it was. As all of the wires are there and available at the chandelier site, surely its only a matter of minutes (and maybe some thought) to put the missing wire back where it needs to go?

Why would a whole hole be needed?
