Wall Light Wiring

I have just removed a wall unit from my living room which had lights in it. The wiring came from pre-existing wall lights that were removed to make way for the unit. (This was all done before I moved in)

I would like to fit new wall lights now, but notice the wiring is only black and red, no earth. Is this okay?

It depends on the light you choose. Some need an earth, some don't.

Is there not an earth wire in the cable that an idiot has cut off?
 
Trouble with that is, the idiot has probably snipped it off at the other end!
 
Panic over, there is an earth wire there. Its just been trimmed flush & not used, plenty of length to spare to strip back though. Thanks!
