Yes; 30 or so quid for a DIY steamer will make your life so much easier & will probably be one of best investments you will make (you can even strip Artex with it!).
If the wallpaper is emulsioned, score the surface first to help the steam get in but don't overdo it & damage the plaster underneath!

Check to make sure the top paper isnt a vinyl or you'l get nowhere apart from making a wet puddle.
I would rather hire a decent one than buy a cheapy...i used one once and found i could have got more steam off of barry whites hanky!
