Wall plugs in plasterboard on brick

I have a wall with plasterboard dotted and dabbed over a brick wall. I am going to mount some shelves on it. When I insert the wall plug, I am thinking to sit it flush with the brick rather than the plasterboard.

Is this right?
 
yes thats ok
but you must be carfull not to overtighten because if you wind in the screw the plasterboard will pull towards the wall if theres no adhesive to support the board
main problem being at the bottom where the weight will push the bottom in most
