Wall ties for blocking up doorway

I'm blocking up an old doorway with ultralite concrete blocks using right angle wall ties to secure to existing brick wall.

Are the wall ties supposed to be screwed to both the existing brick and block? It seems like drilling a hole in a freshly laid block would disturb the mortar.

Fix to existing and bed them in on new as you build it, is the usual approach
