Wall tile question

Taken off some wall tiles (approx 6 x 3 tiles) to site a wall socket, they came off easily enough but I noticed they all had a couple of dabs of wall cement on them. I would normally put cement on the wall and then apply the tiles, but looks like previous tiler has just dapped and stuck on.

Are both methods ok ?
 
The correct way to do it is apply tile adhesive to the wall with a suitably sized (for the tiles) notched trowel. What you have is dot & dab which is bad practice & a total bodge, that’s probably why they came off easily. They are only small tiles so weight won’t be an issue but try that with large format tiles & they will probably end up on the floor.
