Washing machine tub does not fill with warm water

I have a Kenmore washing machine and the tub will fill with cold or hot water, but when I set the dial to warm water, the tub fills with cold water. I have replaced the water mixing valve and that did not fix the problem.

Does anyone have any suggestions on what my next step should be?
