I have had a new washing machine and it can't be installed because the cold valve behind machine won't switch off. The delivery man said its a two min job but he can't do it for insurance purposes. How would I go about doing this?

This video shows how to install a new compression fitting. Only difference is, yours will be a new washing machine valve, not an isolation valve. Same principle. Don't use PTFE tape as in the video, just a smear of jointing compound on the olive.
