cant be, the cold water will cool it down (well it would if there was any)

I am wondering is the hot and cold pipes the wrong way round, since a m/c uses cold water to rinse.

so if pipes wrong way round it will use hot water to rinse

nope. that just stops the heater.

last thing a washer does is to rinse (cold water) then spin (no water)
 
if the hot water inlet was permanently letting by it would just keep pouring over the washing making it hot after it has just finished the last rinse ....making the washing hot (and a bit wet too )
