Water comming behind facia board

My roof is eight years old ( same as my house)I have seamless rain gutters. The builder never paced the metal strip at the edge of the roof. It appears to be that the felt paper was not placed correctly. The water at some places begins to filter behind the facia board and begins to drip behind the board. I want to take off the first layer of tile then add the 90 degree metal edging. then place about a 6 to 8 inch wide metal on top of the metal edging then add new felt under the old felt paper then replace the tile roof. note: the tile is the concrete flat type. Would this be the correct way to take care of the error of the builder?
