My water supply to kitchen sink is not constant when tap is open.I have mixer taps and the hot water is pesent when required. However, when the cold water tap is open there is no water at all for a long time. The water will then start to flow for a few minutes before stopping of it's own accord. It will not flow again for some considerable time and once more will stop without the tap being turned off.

Does this happen when you run just the cold, no hot at all?

Are you in a flat (especially upstairs) where the cold main is shared with others? It's quite common to find that the supplies are undersized in conversion flats, and only one cold tap will work at a time in the WHOLE BUILDING!

Your hot probably comes from a storage cistern, ultimately, so wouldn't be affected.
