Water heater Stiebel Electron not working

I am dealing with a Stiebel Electron water heater that supplies the hand basin in the bathroom and the kitchen sink in a very small flat. The basin and the kitchen sink are not far apart. Although the heater has been installed 2 years ago it has been used rarely. Recently the water flow from the hot water pipe in the kitchen has been reduced significantly and the heater does not work. Could you please suggest of ways of resolving the problem, other by replacing it?

I suspect that one of the problems could be lime scale. How can I check the heater?
