Water level in toilet basin.

Recently had new flooring in bathroom and had to remove toilet, plumber did this, who said that it had the wrong fittings attached to the waste pipe, since reinstalling the toilet I have noticed the water level in the basin has gone down around 1 inch, contacted plumber who came round and sees nothing wrong with it, it is normal and you can't change level of water in basin is this correct?.

The water level in the pan is relative to the position of the soil pipe, that's why if you tip a bowl of water down the pan it will drain through the waste until it reaches it's own level.

So is there no way to increase the level?
 
Why would you want to. Sounds like plumber has done you a favour by removing a choke point- could have had any sort of bodge on it

It would suggest the original connection was high , toilets don’t flush uphill well. Your new level is correct.
 
If the toilet pan is set level and the pan connector falls downward from the spigot to the main soil run then the water level will always sit at the spillover level of the internal trap buit into the pan. The only way that would usually change is if the pan was leaning forward or the pan connector was runnning uphill slightly.
