Water marks on ceiling after leak

We have water marks on hall ceiling after leak in roof. what is best to seal the ceiling before emulsion or is it best just to let it dry fully then a few coats of emulsion
 
If you just emulsion over it, it is likely that the stains will bleed through again.

You can either use a dedicated stain blocker or paint over the stains with oil based undercoat. The latter takes much longer to dry though.
 
As above plenty of stain blockers in the DIY stores, I like Zinsser Bullseye 123 myself but they all work just do two coats the stain may bleed through the first coat but will then be "locked in" and the second will cover.(y)

And yes let it dry first;)
