What materials are currently on the cieling ? In terms of how soon can you repair (use paint) on the water damaged area is when it obvous it is fully dried out.

Water stains can be sealed with Polycel stain block (spray) It drys quick like cellulose, and can be emulsioned soon after. But if I have some solvent based undercoat handy I thin this a little and use this to seal back the stain.
As to when you can paint after repair... Thata a bit difficult to say from here ...But generally with plasterboard ceilings I'd leave for at least a week..depends on extent ..or if you can get to see if plasterboard has dried from loft side... Move any lagging aside temporarily to help drying. corse you already have........

Good luck.
