earlier today had to turn off cold water supply in my house and the stop tap under sink would not close fully so went to isolate at the meter in footpath upon removing lid the duct was full to the max of water could this just be surface water due to wet weather lately, or do i have a problem that needs looking into. what ever the situation, if its leaking or not, the boundary tap is the responsibility of your local water authority. Give em a tinkle if your concerned and inform them of a suspected leak on boundary tap. They will remedy at no cost to yourself.
