Water pressure too high on kitchen tap

Our kitchen tap is located about 1 metre from the main water pipe into the house. The tap has to be used very gingerly, if you open it too much the water comes blasting out and makes a right mess. As they are only quarter turn ceramic disc taps, it's all too easy to go over halfway and get soaked!

Is there any way to reduce the pressure coming in, or is there a fitting that will reduce the flow?

Alternatively flow regulator from BES around £6 or less from what I remember (which isn't much. Er,..... what was the question )
