Water stain above window

Hi all, we have water stains above the windows in our bedroom. The bedroom is a converted loft/attic so the windows are slanted Fakro. The stains have been there since we moved in, and when we moved in the previous owners had left the windows open from at least June to end end of august (when we moved in house). So we’re unsure if it’s something to do with the windows being left open or something else. They’re not damp to touch but paint has stated peeling on one side. Any ideas? Thank you!

Can I suggest that firstly you get a moisture meter? if you know someone with one, borrow it or? they are not that expensive in large DIY stores such as B&Q [other such outlets exist] that way you can be fairly positive if or not the plaster is wet / damp / dry?

Another "quick" check is to have a look at the external top of the window, there will be a gap between the tiles or slates and the window which will be water tight, but if this area is full of dirt and debris that may ??? be the source of this issue?

Have a look at the tiles / slates above the window on the roof surface you may be able to see a missing tile or a cracked slate / tile ?
