Water Under Bath Tap.

The Cold Water Bath Tap had been making a annoying popping noise when you run it and are in the Bath.

I thought it might be just needing a new Washer. When i took the Tap apart that was the case but there is also some water that does not seem to drain away from the Tap.

I have manged to fit a rubber Washer for now until i can get the right size.

Any ideas whats causing the small amount of water under the Tap not to drain?
