YES SORRY 2 NORMAL & 2 WING NUTS
wing nut and washer is to secure cistern to pan
SO THE SECOND RUBBER & WASHER IS SANDWICHED BETWEEN CISTERN & WC. WITH RUBBER NEAREST TO THE CISTERN
