All web colours have a 6 digit code. like 'e5e5e5' or whatever. Does anyone know if there's a manufacturer/trade counter that can mix up the colours from the code? Or the RGB numbers? Then we could do our designs on computer to show clients.

Doomed to failure.

An RGB colour model cannot be accurately translated to a paint colour, because a substantial number of those 6 digit codes are impossible to represent as paint or ink.

What appears on a computer screen is totally different to how a finished paint or ink will look.
If an image containing 'web colours' (RGB) is printed on a colour printer, a significant amount of conversion is done, there are all kinds of ways of doing this, and they all create various results.

Look up colour models and gamut for more info.
