Nope, it is intended to stop those tiles along the angle, skidding down.

From the OP's description, I was assuming the reference was to below the gutter rather than referring to the hip iron

OK there are two lumps of iron / steel up there

The one with the "curly bit" at the bottom of the hip tiles is a hip iron, designed and fitted to prevent the hip tiles from slipping of the roof.

The other bit of iron / steel [the bit fixed to the wall] is probably as previous posts, a now redundant fixing bracket for a telephone line, or? something similar?
