What do I do about flaky paint?

Hi all,

We've just moved into a new house. The kitchen is part of an extension that was built 40ish years ago. All of the walls in the kitchen have cracks running though them ranging in size from about 1cm to 1m (Photo 1&2). My dad is a civil engineer and we're happy that the cracks are not caused by structural problems.

There are patches where the paint has flaked off showing nice smooth plaster underneath (Photo 3 - above radiator). The paint that's flaked off is quite think. We obviously need to get the loose paint off before repainting, but what is the best way of going about this? Can we strip the paint off from all of the walls and repaint or do we have to get the loose paint off and skim over the top? If we can strip the paint will a hot air paint stripper do the job?

Scrape off all the loose stuff, sand it it you like dust and get a plasterer in to skim.

The plasterer needs a decent ish surface and will likely use PVA to encourage the skim to bond to the surface.
