what is nondwelling house egress rules?

the situation is a block of flats 12 in total. The windows I need to order as I understand do not have to comply with normal 450mm 0.33m2 opening egress as it's a non? dwelling? building.

is this correct?

Not necessarily. It depends on how high the floor(s) are above ground level and... likewise with a normal dwelling, you can either provide an emergency escape window or a protected staircase.
 
Bacially, the ground and first floors are treated the same as a dwellinghouse. Above that you must provide compliant escape routes within maximum travel distances. (depends on situation)
