Its Compound,Bitumen, if its leaking from your cutout that badly, you need to call the DNO in ASAP!!!!
The Bitumen is used as in insulator between the cores of your service cable, and has obviously been getting hot and leaking.
Call your DNO ASAP, im sure they will not charge you for the work, as its THEIR property!!!!

It's not my house. Spotted it in a tennets house today while there doing a gas safety. Will need to call the landlord then

Indeed you do, but to tell him that his house has fallen on its side - that's a much more urgent problem for him to address than bitumen leaking from a cutout.
It looks like its direct to mains :-/
